Seitaro being a Hoshigaki naturally has a head of blue hair that is a normal controlled length, but covers his forehead in a messy form. Thanks to new advancements, he has suppressed the normal shark like traits, including rough blue skin, beady eyes, two rows of teeth, and some other internal changes, though they can be called upon at any time. Though most believe that the Hoshigaki's gills are one of the traits they can summon at will, they are incorrect. Like other members, Seitaro possess a set of gills on both sides of his neck, but they stay closed until he submerges himself into water.
Now onto normal features. Seitaro's skin is fair and very smooth, from living out of the ocean, his skin tone has also become a bit more peachy then normal. His eyes follow suit with his hair and are a light blue and accented by his darker and more prominent eye lashes. The lashes aren't long, but Seitaro possess more than most making them noticeable and defined.
Seitaro's body is a very athletically built and defined, not to the point is is unappealing, but where he looks like "Damn . . ." when he is at the beach hanging with people. For a top he typically wears a solid ebony V-neck tee shirt and over top it a black V-neck hoodie. The pull strings on the hoodie are light blue again reflecting his hair and hold two wooden beads on the ends. As a display of respect, he does wear his villages symbol on the back of his hoodie in white, being in Uzushiogakure, the symbol is a white spiral.
Lower torso wise Seitaro favors another article of black, that being simple cargo shorts that reach past the knees. His legs being a bit longer than most, he sometimes wears, black slim fitting pants. Lastly on his feet, regardless of snow, shine, rain hail, shorts, pants, these are Seitaro's go to kicks. Personality Description:
Like the ocean he hails from, Seitaro is wavering being. He can be calm and soothing or a harsh storm and have no mercy, it all comes down to how you treat him. Typically he treats everyone with respect and can even be considered to be a pushover at times due to his care free attitude. He does possess a sense of urgency and can discern between the correct times to just go with whatever or take appropriate actions.
Seitaro has an odd tendency to act like an older brother to those he draws close to. He is a very caring person and really considers the feelings of others. He likes to stay out of conflicts especially between friends, but when one of his allies get harmed, Seitaro takes the mama bear approach. He believes actions are stronger than words and is always willing to prove himself to those that challenge him or to step up to personal challenges. The teen loves the aspect of growing stronger and is very ambitious in achieving his goal in becoming a Kage.
Then of course, like most Hoshigaki's Seitaro despises being called a fishman or being picked on for his differences. This doesn't only apply to him, but to others too. He isn't one who enjoys bullying, not in the justice and ill moral aspect, but in the man to man light. He feels conflicts between two should stay between two, but often breaks his own rule when it comes to his friends especially females.

History:
Seitaro being a Hoshigaki was born under the ocean surface in Hoshigakure. Being born with a naturally athletic body, Seitaro was already destined to be a ninja in his first few years of life. Trained vigorously day to day along with his kin, he grew into a fine young hunter. But of course he wasn't the only one shining. Seitaro and his peers were excepted to be born hunters being Hoshigaki's and though to a normal nin the feats they were conquering at their young were amazing, in Hoshigakure males and females alike were suspected to pass them with little to no difficulty. These things involved tracking, collaborative looting on pirate vessels, and of course showing the land livers that the Hoshigaki were number one even out of their element.
Down in Hoshigakure there was no Ninja Academy though, only a small school were one was placed in a class based on skill level. Not having a heavy population a ninja academy was useless. Seitaro not necessarily a golden student, but not an average ninja either was placed in the A-Rank class with those his age. This wasn't saying his was equal to an A-Rank ninja, but at that age he was well above the bar. Studying being a hard bit of work to assign due to living under water , most of the Hoshigaki members weren't that educated and relied on their muscles and natural physical prowess. Seitaro however, refused to fall into the norm and got his hands on his teachers teaching manuscript. Simply a tablet of stone that had lessons etched into it. Of course he had no idea what he was reading or even knew what reading was, but his time spent lingering trying to decipher the strange markings, he was discovered and scolded.
In normal areas above sea things like that happened all the time and a simple punishment would be administered, but in Hoshigakure things were different. Many taboos were created in the watery deep and this was one of them. Peace was maintained in the village by sadly keeping the masses uneducated, for with knowledge is power and Seitaro reading the manuscript was a horrid offense. Removal of gills, removal of lungs, eyes, anything could have been done at this point and in the clans eyes it would have been rightful action, but . . . Seitaro was special.
It was that same thirst of knowledge that almost got him killed that kept him alive. To the Hoshikage, Seitaro was seen as a special case and noted the village always needed sound minds and clan advisers, but not in the village. For spreading knowledge could greatly and easily disrupt the sustained environment that Hoshigakure sustained for centuries on end. So after learning how to read, write, and other common essentials to functioning as a normal ninja, Seitaro was sent to the surface world as an envoy of the sea.
Enlisting as a shinobi of Kirigakure, he started his strides and efforts of reviving his clans name. The name of Hoshigaki Kisame had seemingly permanently bloodied it, but through unfaltering devotion Seitaro began to wipe it off. This came with hard work however and a lot of shunning for his at times odd features. In the end came a great reward and that reward was the promotion to the rank of Jounin.
