Description:When the jutsu is fully charged, the user will feel an huge amount of strength within their feet due to the focused chakra building up there. On top of this, they will grow a fin made of chakra directly on their back. This will now allow them to swim in mater at Taijutsu Master speeds.
Weakness:There are quiet a few drawbacks for this jutsu. One being that if you disrupt the chakra fin on the users back with a chakra disruption jutsu or you cut it directly off his back with a weapon or jutsu then the jutsu will automatically be cancelled and will need to charge it again. Second this ONLY applys in water! it increases their speed but they are still able to drown meaning they will need to come up for air.

Taijutsu Mastery speed whilst swimming in water, I personally think this Jutsu should be higher due to the speeds you are traveling (like C), even though it's restricted to water. Though that's my personal opinion, if you would like another staff opinion, than by all means contact another one.

I think this is a balanced jutsu. One big improvement and Two big drawbacks, if you were to look at it mainly for the speed gain then ofcourse you wouldn't allow it. Think about it.. if someone was to use this and you were to disrupt the chakra then its just a plain useless jutsu.
