Utsukushii Hana, had been preparing to check the other villages for a long time in hopes to prepare a progress report she could address to her Raikage when they were appointed their position finally. Since the death of the last one it was hard to find someone worthy of such responsibility. Hana was the most expected option, but she couldn’t accept such a role not after everything she had worked through to get to anbu captain. She honestly couldn’t bare the responsibilities she had already, so putting the troubles of Raikage onto her current stress levels would have been insane to deal with.
