This looks like your typical pipe and  for the most part it is. The only difference is that there is a seal on the bottom of the bulb, that bears the kanji for fire. When putting chakra into that seal it heats the substance in the pipe causing it to burn rather than needing a lighter. The amount of chakra needed is so minor it goes by unnoticed.
