The sharingan wheel allows the user to rotate the innate Chakra of the fire breath, allowing them to fashion it into a massive corkscrew, creating a type of vortex. The diameter of the opening funnel is roughly 8 feet, allowing a sort of wide range.
Weakness: Upon the deactivation/prevention of Sharingan, this ability will fail, backfiring on the user.

Description: The user drops a massive fireball (15mx15m) from the sky. Similar to Fire Style, Intelligence Hard Work, as this massive fireball makes impact with a surface, it sprays multitudes (up to 12) of smaller fireballs (a rank in damage) that resemble Intelligence Hard Work exactly. These Fireballs then split once (up to three times for each medium sized ball; 36 total) more upon surface contact into a small set of fire balls (b rank in damage).
Weakness: Being a Katon technique, it can be smothered or put out with a Suiton or anything that could cover and smother the flame. Should this technique land in an area that prevents impact, it would not erupt.

Name: Sharingan Dissipation

Hand Seals/Charge up: None (Sharingan)
Description: The user causes both sharingan to spin in opposite directions, theoretically stopping time within their own mind. However, this stoppage only applies to an object being targeted by the sharingan. This target can be no further than one foot away from the user and must be inorganic. Ideally this Doujutsu is used to stop projectiles, however anything nonliving within this foot area may be affected and put into a standstill state. It would lose all momentum and if is airborne would immediately fall. Should this technique be used on a nonphysical technique such as a fireball or water dragon, the offensive technique would be dissipated.
Weakness: The object targeted must be within a foot range, anything further cannot be touched. Being a Doujutsu, should the user be blinded, they would be incapable of performing this art.

Can you describe the number of fireballs that the first and second set (after making contact with a surface) will split into?

I couldn't figure out a way for it to not sound like time manip lol. Basically its just a doujutsu barrier. Any tips?

And wave is one ball. Second would be twelve. Third would be three from each of the twelve, so thirty six.

It's just not possible with a regular Sharingan  (maybe later when you get MS). The only doujutsu techniques that are ninjutsu-related shown in the series are the ones that at the very least require a right Mangekyou eye. Everything else is just genjutsu, which is the Sharingan's primary power anyway.

So, like... it's best to just not make this a doujutsu-related tech...
