1) Killing a fellow Otogakure member or visitor can be seen as grounds for treason. Any conflicts among ninja within the village should be settled through combat that would not end one’s life or ability to serve the village. Most damage done to Shinobi can be fixed with a certain amount of Ryo from the village head medic
2) All citizens among the village are to act under free will. Should a band of people (at least 2) question the will of the Kage, the Kage must respond to the topic at hand. Failure to respond to said topics can be considered grounds for impeachment.
3) The Kage must act with the villages best interests at hand.
4)Ten Fifteen percent of all Ryo from missions will be taxed. This tax Ryo will be used to fix up the village, buy defenses and recruit new members. Should it be discovered that any of this money be used by an individual for sole gain for themselves, it can be seen as an act of treason against the village. It should also be noted that you will not lose this money, the village will simply gain a percentage of what you earned. Don't worry about your Ryo being taxed
5) Anyone choosing to join Otogakure will receive1k 500 Ryo reward (edited due to lack of funds. Will change back when we have enough money
6) Those who give secrets of the village away to others will be seen as traitors and cast from the village.
7) While the ruling of the Kage is absolute, with enough questioning, (at least 2 citizens) the ruling can be put to a majority vote. However, the vote of the Kage is equivalent to two votes. The Daimyo of the Land of Sound has the ability to overturn this vote.
8) Anyone who abandons the village without permissions will be seen as traitor. In most cases, you will be added to the Bingo Book.
9) Visitors and workers within the village (including mercenaries) are to be welcomed as if they were citizens within the village.
10) Any seen violating these rules can expect to be exiled from the village.
