Hunter Ninja, Bounty Hunters, And the like

Too many shinobi especially genin are deflecting from their villages and going off to others and being openly accepted. I purpose either

A. Make a new rule where no one is allowed to take a those defecting ninja in.

OR

B. Make a group of Bounty hunters who have no village but are free lancers to catch delfectors or give a hunter ninja rank to all villages who's job is sole purpose is to get those defectors.

Because seriously....This is bothersome.
If people wanna go missing nin they better have a legit reason... and not some bullshit.

How about actually giving shit when you kill someone? Like those new jutsu points... Rank ups, etc.

How about just remove the rule that A ranked can't invade C ranked characters, make it where only can do that when they leave a village.. That'd solve problems,

How about this is something that doesnt need OOC rules, theres IC incentive.
