On the outskirts of the barren and decaying land of Kirigakure no Sato sits multiple road signs which bare welcoming messages along with other substantial information that may seem trivial to others and a necessity to most. Every sign is scattered across the Land of Water to accompany every path way, land or sea, that a visitor may possibly enter from. Take heave of this information and be very weary of all the information within it. Each sign is newly put up by road workers, nothing fancy though. Just cardboard attached to a slab of wood four meters in length so people would be able to see. Even though the road workers put the message up, even they didn't know what the weird message meant. And that's exactly what the Mizukage wanted.
