So, I spoke a minute with Poncho, but he has a life/job and so it didn't last very long, though I do appreciate the time he could give me. So, I thought I'd go ahead and just put down for everyone's viewing, my (And a friend of mine's) view on where the errors are in the new puppetry system.

First error: The pricing. Seriously. Look at how expensive they are. Ok, let me help you get some frame of reference. I am assuming an S rank Puppeteer, who wants to be decked out at max. We'll compare the price of JUST the puppets and their weapons, not including jutsu or anything else, and what else you could buy with that same amount.
S rank frame: 9000
S rank modifications: 1200x6=7200
Cost of 16,200 Ryo.
Max of five puppets: 16,200 Ryo times 5
Total cost of all five puppets: 81,000
Oh, and also note that to get ABILITIES on your weapons, you'd have to pay extra. So we're just talking plain, S rank quality weapons, who don't give any actual bonuses. Otherwise we're looking at a cost bordering on like 140,000. But for this, we'll stick to assuming it costs 81,000 Ryo for simplicity.
For that price, you could buy any THREE(3) jutsu on the Restricted list, and still have Ryo left over. That's right. Three jutsu that are so rare, they have costs in the thousands, if not tens of thousands. All time favorites like Amaterasu, Tsukuyomi, Susanoo, Chidori, Rasengan, Creation Rebirth, Earth Grudge Fear, and Chakra Enhanced Strength.
That's right. The FEWEST number you could buy from that list is three, if you picked three of the most expensive. Now if you were counting your pennies, you could pick up as many as eight techniques. Right.
What else can you buy? Well let's look at summons really quick.
Wow! An S rank summon costs seven THOUSAND ryo. That's 7000 Ryo, for those of you who like Arabic numerals. How does that compare to the rest of puppetry stuff? Well with the new rules/costs, the body (Just the puppet, none of the weapons or anything) costs 9000 Ryo at S rank. But wait, what's that?
Summons have their own chakra pool equal to the rank of summon? So this S rank summon has an S rank chakra pool as well? And this summon can use ALL of your jutsu? From their own chakra pool?
Admittedly, an S rank summon can only last for nine posts. But wait, what's that? You can have up to THREE(3) summons in a topic at the same time? So... For an S rank chakra cost, I can summon myself THREE(3) S rank chakra pools to cast all my jutsu for me? Holy moley. I'll just to re-summon them as soon as they're gone anyways.
But, to be fair, three summons does end up costing a grand total of 21,000 Ryo if all of them are S rank. Which leaves us 60,000 to go spend on these jutsu that my summons will be spewing all over your poor faces.
And hey! With that extra 60,000 Ryo, let's just add to the damage and get a pet too! An A-Rank pet has this description in the guide:
It also costs 10,000 Ryo. So we've still, with these three summons and this pet, got a lovely 50K Ryo sitting in our wallet. Which is enough to buy any two restricted jutsu. That your summons can then cast. Over and over.
Remember kids, the FRAME (No weapons, just the body) of the S rank puppet costs 9000 Ryo. Which is 1K less than the A rank pet, who is always with you and can operate without you, and has his own chakra pool. Yeah.
Wow. So that's kind of a big deal, isn't it? Oh. Right. That's only my first point of issue with the current puppetry system.

Two.
"Puppets count as a weapon slot"
What is this? Why? Seriously. You have just REQUIRED puppetry users to put at least four of their points into Weaponry to be able to use the supposed max of five puppets. And that's if they don't want to carry any ninja tools (Kunai, shuriken, senbon, smoke bombs, etc) around with them, nor do they want to wear armor. Explain to me WHY this is a good idea. They're already putting their points into Puppetry, to be good with puppets. I could understand if there was a limit with the number of puppets they could carry/use (Which there is, but that has its own issues that I'll address later) at a time based on your puppetry skill level. But WHY the HELL should someone have to spend points on weaponry to let them carry more puppets? Seriously. It's like me saying that you have to have Fuuinjutsu to be able to write down how to cast a Ninjutsu for someone else to learn. It's a load of bull roar.

Third.
Inconsistencies. Like, seriously. I understand that this system was just released, but release it in an organized manner. Now you guys are saying that there aren't specific body parts, but instead there are just whole "frames" that you buy. But then in your Puppetry Spec, in the Combat Skills System, you still list as receiving PARTS of a puppet. Don't just post half of it and let the rest sit alone in the dark. When the rules don't match up across the board, especially for something that should be as straight forward as this, it confuses new members, leaves questions for current members, and just causes a mess. Speaking of inconsistencies.
Did anyone bother to check what the Combat Skills System lists for your max puppets? Because according to the Weapons Systems post, the flat max number of puppets that any puppet user can have is five. End story. Five puppets on the field at a time, no more. However, in the Combat Skills System listing of Puppetry, you can have an unlisted amount of puppets out at Basic, up to six(6) out at Adept (And that's more than the Weapons Systems post on it says anyone can use) and then Master can use up to ten(10) or even learn a technique that lets them use MORE than ten at a time. Like, what the hell? Come on. Even that limit of ten is kinda bull when you think about it, because Sasori used 298 puppets at once. So I feel like limiting to ten as a base minimum is a little bit... Unrealistic.
Oh, while I'm thinking of realism (In the manga/anime sense) let me bring up this next point.

Wow. So my D rank puppet can only have two weapons? Here's a quick question for you: How many weapons did Crow have at the Chuunin exams?

During the Chuunin Exams, Crow had at LEAST seven weapons installed in him. Now, these were simple weapons. Mechanically based for the most part, and not like giant flamethrowers that spew out chakra enhanced fire. But still, that's more weapons in this C or B rank puppet than an S rank could have in theirs if they wanted to. It really shouldn't so much matter how MANY weapons a puppet has, but rather the quality of weapon.
So, that's my general rant/shout. I'd personally like to suggest that we go back to the last system (Which wasn't perfect by any means, but is what everyone's puppets currently are using) until a new system that addresses these issues can be designed and put into play.

Now before arming your puppets, there are limitations you must follow. Each puppet cannot be loaded to the brim with weapons, but if you wish to do that you must have a high ranking puppet. At each rank the amount of weapons your puppet may have is increased.
Puppet Modification Limits
D-rank: 2 Modifications Max
C-rank: 3 Modifications Max
B-rank: 4 Modifications Max
A-rank: 5 Modifications Max
S-rank: 6 Modifications Max
