Hand Seals/Charge up: Dragon-Horse-Dog
Description: The user stands still after performing the hand seals, and can pick a 30° area around them.  They then can scan that area for chakra signatures.  If they wish, they can slowly rotate the field (Hence the name of this jutsu) around.  A full rotation takes twelve seconds (It can be done twice per a post) to complete.  This justu is regularly combined with some other jutsu to make the scan visible to other people.
Weakness: Cannot move while using this, and only allows them to sense a certain area rather than a 360° zone.

No dice. Whole purpose of chakra concealing stuff is to conceal chakra. Therefor, if one has an item that conceals them from Master Sensor, than you cannot sense them. Or it defeats the entire purpose of chakra concealing items. - Piercing Sense
