By kneading a small amount of chakra and expelling it from the thumb in the form of a small flame a shinobi essentially turns their hand into a small butane lighter. The technique itself has essentially no combat capabilities, its effectiveness, lies in its ability to set off other techniques such as the Mist Flame Dance and Ash Burning Pile techniques.
