Advanced Ijutsu Release: Decay [Universal]

Decay is a totally separate distinction from Ijutsu where it does not regenerate/heal cells but slowly begin to decay the targets cells and even Specific cells upon entering the body. Decay release can be countered by Ijutsu of the same rank stopping the decay in its tracks. These techniques are so advanced in Ijutsu that you must be a Master and possess at least 5 or more B rank or higher Ijutsu Jutsu to begin to learn Decay Jutsu/Release.

Range: 5 meters at the most of anything living in front of the users palm
Duration: It last for 3 posts before having to be reactivated again.
Hand Seals/Charge up: None
Description: This jutsu is the total of opposite of the Mystical Palm Jutsu and saps the energy from  the targets body converting that energy into life force for the user.  First it starts with the fat on the targets body until all of the stored energy on the body is gone (3-4 Posts: Fat heals up to a C rank worth of damage each post this is on target). Then the user  moves on to the muscles  and begins to sap the energy/fat from the muscles casing them to shrink and wither away(5-6 posts Muscles heals up to B rank damage each post this is on the target). Then after the muscles on the body is gone then usually the target does not have much longer to live and the user moves on to the organs and saps them of energy /fat  and after 2 posts of this if the target is not died yet then will is almost 99.99 Percent of the time will die from not having organs.(This heals up to  S Rank damage on the user can after 2-3 posts the target is died.) This area in front of the palm is filled with a crimson light from the user’s palm. This jutsu is EXTREMELY painful for the target probably one of the most pain inducing jutsu ever.
Weakness: Useless against EGF, Creation Rebirth if the target is poisoned then it hurts the user instead of healing them and is also useless against human puppets. Can not be used on NPC's.

Hand Seals/Charge up:Money-Snake
Description: The user uses great chakra control to radiate a aura around themselves that slowly saps the life out of anything living around the target dealing roughly a C-Rank worth of damage each post to anything besides the user of they technique.
Weakness: Does not deal a lot of damage for the cost. Can noy go through Chakra Defenses.

First one can't be used on NPC's for the sake of pure unfairness.

The second one, how is the water controlled to attack the people from the inside. Considering you have no blood going to your brain to help it function you should be temporarily retarded and not able to manipulate the water in such a way. Then also diluting your blood with water, will also have deadly drawbacks, so basically this jutsu is just a suicide plan and you still have no way of controlling the water in such an intricate way with no heart beating to pump blood to your brain.

Weakness:Non Decay Ijjutsu does not heal anymore because the users chakra is now slightly toxic to all living organisms.

This doesn't make sense. You are putting out chakra, then reabsorbing it, meaning in the end there is no change. Unless you just have a pool filled with chakra(No idea what that even is) just lying around somewhere.

Corrupting thingy cannot just bypass defenses and barriers all willy nilly.

So for Sanguine palm to be effective you have to hold that jutsu within a few meters of them for at least three posts and at point it eats all there fat and heals your wounds? And I think your A rank life sapper jutsu should have the regular A rank upkeep as it does a fair amount of damage to anything within 5 meters around you.

No each post does damage and After you know the 3-4 posts their will be little to no fat left on the body.
