Clan Bloodline Ability: The Fuuken clan is a rather small and weak clan that has a bloodline which is not so renown in the shinobi world. They do not have a Dojutsu or a special element, but they do have a unique skill. The members of the Fuuken clan are all Water Style and Wind Style users and as their special bloodline they can give their Water Style the cutting properties of the Wind Style bloodline through their special chakra. By doing so they even change the elemental weaknesses and strengths of their Water Release, swapping them with their Wind Release. In other words their Water Release becomes weak to Fire and strong against Lightning.

Clan History: The Fuuken clan recently appeared at the most South point of Sora no Kuni, only a couple of years ago and since then they haven't been famous by nothing. Apparently they awakened their bloodline through a breeding process between their most skilled Wind Release users and their most skilled Water Release users. Since then there have been members born with this special trait.

Well, as interesting as an idea this is, it isn't really a 'clan specific' thing. Any wind-water user could combine Fuuton and Suiton water into one technique, it isn't necessarily ground-breaking nor should it be limited to only one clan. I'd recommend using something else than just Wind-enhanced Water, I'm sure wind and water could combine to make something other than Ice.

Also, Water's weakness is not lightning. Water is Weak to Earth, which is weak to lightning. Enhancing a water-based technique with wind chakra would not necessarily make it stronger than its dominating element since Wind does not trump Earth, either.

Gonna need more to that history, as well. And this is kind of a nitpick, but you might want to work on your grammar too. 'they haven't been famous by nothing', For example, stands out and doesn't make your writing look very good.

water gets strength over lighting and weakness to fire from wind and vice-versa

You plan to play an S-Rank character, so you will be expected to present a higher level of quality than normal. 'I am not the type of person to put effort into my submissions' is not a good trait, nor is it a good excuse.

It's combining Suiton and Fuuton chakra to make Suiton techniques that use Fuuton chakra. It is combining water and wind into one technique, and it is possible for any Suiton/Fuuton shinobi if they wanted to attempt it.

And once again, Lightning is not the elemental weakness to water in the Naruto universe. On top of this, there isn't anything about this ability that would have water become weak to fire. Even if you were to use Fuuton chakra, water is water is water is water.
