Clarification on Sensory

So my character's got a sensory FS, sweet, right? Imagine my surprise when I find that most canon sensory techniques are ninjutsu as well. So I can't learn it because I decided that I'd try to make a character without the Ninjutsu FS.

Could we:

1. Clarify in such a way that Sensory techniques get their own category, a category that isn't ninjutsu.
   
2. Mind's Eye of the Kagura, a limited technique, does not even need sensing, it seems. It kind of should need at least Adept Sensory I think.

I might get more ideas later on but for now that's it.

Sensory is its own category most just happen to also be ninjutsu. But you can't have sensory tech without sensory.
kagura's mind eye. If you buy it without at least Adept your rather limited in what you can do. (no sensory means its useless to the person)

Who other than you says silent killing needs sensory. You need sensory to locate someone you can't see not to move with out sound.

It might be hard to put Silet Killing to the proper effect while the Kirigakure No Jutsu is active without Sensory, but it is certainly not impossible.

It's a fighting style in which you step so silently you aren't making any noises. Nothing to do with sensory

There are many applications for Silent killing, the hidden mist tech and the ability to use sensory simply amplify it's effectiveness. Hiding in the dark can be just as effective for surprise attacks, as well as silently staying in someone's blind spot. As for sensory techs requiring ninjutsu I don't believe they do, they're just classified under it like how Ijutsu is called "Medical Ninjutsu". I was allowed the C-Rank sensory techs with no skill in ninjutsu whatsoever.
