Newly created characters begin with the first degree unlocked in the following categories:
Ninjutsu || Taijutsu || Genjutsu || Chakra Capacity || Dexterity || Strength || Agility || Stamina || Perception || Intelligence
Those that start as part of a clan or as Jinchuuriki also begin with one tier in the Ability Virtue - to compensate, those that do not possess either of these have an additional 25 Funds to spend during initial creation.
Everyone starts out with 1 Special Characteristic at Tier I level. The only exception to this, would be civilians, who can stat with 2. Luck does play a roll in Starting Packages if it is high enough, these would be gear, items/weapons and such
