Members of these criminal groups are usually D-rank in skill and typically number in the range of 4-6. They are typically guilty of harassment, minor larceny, minor arson, vandalism, minor assault/battery, and minor possession of drugs with intent to sell.

Description: We of the Kirigakure Administration have received reports of pirate activity around some of the outlying islands and we need someone to take care of them. Should you accept this task you will be given a small ship outfitted with a full crew to take you to the destination where you will then be required to eliminate or capture the targets. Make sure to recover any stolen goods then sink their ship(s) afterwards. The Captain is usually B/A-rank in skill and the crew is usually made of D/C-rank individuals numbering 10+ per ship.

Should you accept this task your job will be to capture or eliminate the man in charge of their Land of Water operation and take out everyone under him. Recovery of usable resources or information is also suggested. The Leader is typically A/S-rank in skill and has 15+ D/C/B-rank individuals under their command. Caution and stealth are advised.

The Warlord is A/S-rank in skill and has a veritable battalion of D/C/B-rank soldiers. Caution, stealth, and a group is advisable.

They do not appear to be affiliated with any known country and have already claimed some of the furthest outlying island territories as their own. We are in need of highly skilled Shinobi to defend their country from this imminent threat. The Admiral in charge is A/S-Rank in skill, each ship’s Captain is B/A rank in skill, each ship’s crew is D/C-rank in skill and numbers 10+. There are 3+ ships in this fleet. Caution, stealth, and a group is advisable.
