The dove would peck at the window of the office, flickering the letter signalling it's importance. Waiting for someone to open the window before flying in to release the letter on the desk of the respective kage. If the window was already open, the dove would just fly in.

Letter to the Tsuchikage wrote:
Dear Tsuchikage,

I implore you to listen to my request. I beseech you dear Tsuchikage. Several unruly characters have gone missing from my village and have ventured out into different villages. These ninja are wanted criminals and are labeled as deserters. The bounty on their heads is very costly and invoke not only my shinobi but hunter ninja to track them down. The known info on these deserters are within this message and I urge you to create wanted posters to be speedily plastered across your village. I employ your ninja as well as any world shinobi to take on this bounty, the opulence they receive will be great. I as Mizukage have already taken the initiative of contacting the world press so more publicity on the matter will arise. Thank you for your cooperation and I will see you in the near future.

Letter? Mizukage?

There was a light tap on the window. That was strange. Usually occasions like that don't happen very often when Aigo had come into power. Fortunately, the window was already open so the messenger bird had already made its way to Aigo's room. Unfortunate for the bird though, it was crowded by Aigo's crows. There were exactly 3 crows (including Aigo's personal crow) that had crowded the small little messenger bird, and Aigo could tell by the sounds that the bird wanted to give the message and just go. Aigo would let that commence, but first he wanted the message that the bird was giving, and then the bird could have its safety, or so to speak that is. He motioned for the bird to come to his direction as he took a stare to the crows. Those crows knew that stare. They backed off of the bird as the bird flew to Aigo with the message. It landed exactly on Aigo's left shoulder to distance itself from the crows as it dropped the message onto Aigo's hands. Aigo unfolded the letter and opened and he began reading.

"Dear Tsuchikage,

WANTED POSTERS:
Tamashi Senju & Shinji Ujimasa "

And the posters gave out a description of the culprits. Aigo sighed, and looked at the letter once more. Again, he sighed. Seeing as though none of the two had even came into Iwagakure, well one did but he did not fit the description at all, it was irrelevant for Aigo to even take action and even find the ninja in his village. He would've gotten intel from his clones, his Byakugan, or even from his personal crow if someone outside of Iwagakure was even entering the village. So therefore, the letter itself was pointless and irrelevant. He scoffed at the letter and ripped it into shreds and continue back to looking out the window. The bird flew away safely, but still unfortunately for the bird, Aigo had let his crows feast on the bird. The three crows followed the messenger bird and circled it in the air. The bird was defenseless. All three crows charged in one by one, savaging the bird and devouring the small and fragile creature until their stomachs were satisfied. Aigo sighed. Iwagakure was peaceful enough without missin-nin or fugitives roaming around the village, even if Aigo let them in.

"..." Some people might look at that different, but if it does not involve Iwagakure unless it is something big, Aigo will not take part in the occasion unless he has to. There was a reason he made sure that Iwagakure had stayed neutral until alliances were made. It was all just a waste of time in his featureless, white eyes.
